Overview

OGL led the design, conduct, and evaluation of two regional rail & Bakken crude tabletop exercises in New Jersey. The purpose of the Regional Rail Response Tabletop Exercise (TTX) series was to examine and discuss the ability of local, regional, State, Federal, and private sector partners including fuel tank farm port operations and rail carriers to coordinate operations and communications in response to a Bakken crude rail derailment and subsequent rapid ignition and fire. The incident scenario posed a threat to critical infrastructure, air, and water quality.
The exercise provided participants from all participating jurisdictions an opportunity to collaboratively address a serious incident and evaluate their ability to communicate and integrate their command structures. OGL worked with stakeholders from each entity to identify policies, plans and procedures and to construct an exercise that challenged each.
