The Olson Group, Ltd. (OGL) supported the City Manager and all Departments to update and convert their Comprehensive Emergency Management Plan into an Incident Command-based Emergency Operations Plan (EOP) with Preparedness, Mitigation, Response, and Recovery Annexes. In addition to developing the City’s EOP, OGL created new Continuity of Operations Plan (COOP) for each department a Master City COOP, and a debris management plan. The project involved working with each City Department and other stakeholders with plan responsibilities to determine plan goals, objectives, and capabilities and resources of each stakeholder, determine alternate COOP sites and footprint, lines of authority and succession, and ordinance language to ensure continuity of government. The project culminated with a plan orientation training session and tabletop exercise to test the newly created plans.
