Overview

The Olson Group, Ltd. (OGL) supported the design and development, conduct, evaluation, and improvement planning of four (4) Functional Exercises for the Montgomery County Office of Emergency Management and Homeland Security.

The 2014 Montgomery County Winter EOC Functional Exercise – Operation Polar Express – was a functional exercise, planned for four hours at the Montgomery County EOC. Exercise play focused on the following core capabilities: Operational Coordination, Public Information and Warning, Operational Communications, Situational Assessment, and Public and Private Services and Resources.

The 2015 Montgomery County Spring EOC Functional Exercise – The Mariah – a functional exercise, planned for six hours at the Montgomery County EOC. Exercise play focused on the following core capabilities: Operational Coordination, Planning, Situational Assessment, Public and Private Services and Resources.

The 2016 Montgomery County Winter EOC Functional Exercise – Operation Whiteout – was a functional exercise, planned for four hours at the Montgomery County EOC. The scenario for this exercise involved a winter weather storm which led to an EOC activation. During EOC activation, a cyber disruption forces COOP activation and implementation considerations.

The 2017 Montgomery County Spring EOC Functional Exercise – H2Uh-Oh – involved a severe storm which had swept into the area causing flash flooding and up to 12 inches of rain over a period of 4 days. Dams in the area were on the verge of being overwhelmed.
