Overview

The Olson Group, Ltd. (OGL) has been the prime contractor supporting the Delaware Emergency Management Agency’s statewide exercise program. Since inception, OGL has designed, developed, conducted, and evaluated more than 40 all-hazards HSEEP-guided discussion- and operations-based exercises, including a number addressing hospital emergency operations, emergency medical services and public health issues. Examples of these exercises include:

Sussex County Hospital Evacuation TTX: OGL designed, conducted and evaluated a tabletop exercise addressing responses to freight train derailment resulting in a HazMat incident and the evacuation of Beebe Medical Center in Lewes, Delaware. The exercise provided the hospital and state public health officials an opportunity to discuss plans for a total hospital evacuation, and to coordinate the evacuation logistics with local and state agency partners, first responders, and other hospitals on the Delmarva Peninsula.

Ebola Response TTX: OGL designed, conducted and evaluated a tabletop exercise addressing preparedness and response protocols for a confirmed Ebola case in Delaware. The exercise was an opportunity for state public health officials to discuss plans and protocols with other stakeholders, including hospitals and first responders who would be among the first to be exposed to an Ebola patient, state and local emergency managers, and partners from other state agencies.

Statewide EMPG Full Scale Exercises: OGL designed, conducted and evaluated two full-scale exercises for the State of Delaware focusing on hurricane response and recovery. The exercises were an opportunity for state and local agencies to exercise plans and evaluate operational readiness for the response to and recovery from a hurricane. This included activation of the State Health Operations Center (SHOC) and its communications and coordination with hospitals around the state during hurricane response and recovery.
