Biography

Dr. Spencer has served in the field of public safety and administration since 2001 within multiple disciplines at various levels of government.  His last position was as the Deputy Associate Director of Operations and Preparedness for the District of Columbia’s Homeland Security and Emergency Management Agency.  In this role, he had oversight of six bureaus, including Preparedness, Logistics, Readiness & Response, Interoperability, Safety & Security, and Community Outreach. Before that position, he was the Deputy Director of the Western Area Office for the Pennsylvania Emergency Management Agency with the primary responsibility of supporting the 24 counties and other agencies in the Commonwealth of Pennsylvania in the five mission areas.  He is also a career educator and subject matter expert for Higher Education Institutions in the content of Homeland Security, Emergency Management, Criminal Justice, and Public Administration. Dr. Spencer is a Certified Emergency Manager (CEM) and Master Exercise Practitioner (MEP).
