Hurricane Irma AAR – Miami Beach

Overview

After providing surge support to the Miami Beach Emergency Operations Center, OGL wrote a comprehensive AAR regarding the city’s response to Hurricane Irma.

OGL designed and conducted and extensive data capture program to inform the AAR analysis. This consisted of a three-pronged approach: First, a comprehensive timeline for response and recovery operations was developed by analyzing the EOC Incident Command System (ICS) documentation, social media posts, and news media reports. This timeline captured key events and actions by Federal, State, and City entities throughout the Hurricane Irma activation. Second, OGL provided operational personnel support to the Miami Beach EOC during response and recovery operations. These personnel provided first-hand information regarding response operations and validated the timeline. Finally, OGL conducted on-site interviews, facilitated group meetings, and designed a 70-question questionnaire to thoroughly document the perspectives and perceptions of all City personnel and key stakeholders. The HSEEP and NIMS-compliant AAR was organized by response functions, capturing the actions, interactions, and interdependencies of all City stakeholders. OGL facilitated an After-Action Meeting with Miami Beach Departmental, Business, and Executive stakeholder to present and validate the AAR findings and populate the Improvement Plan.
