Biography

Peggy Gutierrez has nine years of emergency management experience, including seven years as a commissioned officer in the Texas State Guard. She supported training missions, multi-agency coordination and cooperation, medical missions, and disaster response deployments. Her duties included oversight of military emergency response training, such as sheltering exercise design and development, coordinating planning teams, exercise implementation, evaluation, and improvement planning. She has led and supported staff operations, led event and deployment planning efforts, and contributed to public affairs publications, both in writing and in person.

​Mrs. Gutierrez received her B.S. in Emergency Management and Disaster Planning and has completed FEMA’s Professional Development Series. She has also trained for the National Fire Academy’s Type 3 Incident Management Team (IMT-3). In addition, Mrs. Gutierrez is trained in the Standard Response Protocol, Standard Reunification Method (SRP/SRM certified trainer), which qualifies her to guide or teach schools and school district personnel in safe evacuation and reunification procedures. She earned her Military Emergency Management Specialist (MEMS) badge through the State Guard Association of the United States (SGAUS) and is a life member of both SGAUS and the National Guard Association of Texas (NGAT).

​Currently, Mrs. Gutierrez is developing Continuity of Operations Plans for several municipalities and gathering pandemic response data in her role with the Olson Group supporting the Virginia Department of Emergency Management (VDEM).
